Developing Careers, Building a Profession: The Rochester Career in Teaching Plan (2002)

The Rochester report suggests that teaching quality is constructed from multiple factors: strong preparation of teachers: effective recruitment and hiring of qualified teachers; a salary structure that attracts highly qualified new teachers and retains accomplished, experienced teachers; support for new teachers in their first years in the profession; professional development for experienced teachers; policies that confront the problem of unsatisfactory teachers; and schools that are organized for student and teacher learning. The Career in Teaching Plan successfully addresses some of these.
